V49 adds the Bruce review gate after the Situation Decoder. A user can receive a private solution, Bruce receives the copy, and the situation can be marked Private Vault or Public Lighthouse Candidate.

V49 Decision Rule
Private Vault: user-private result, sensitive material, living-person protected, claim still unproven, or Bruce-review only.
Public Lighthouse Candidate: public-safe summary only, proof-supported, no private living-person data, still requiring final Bruce approval.
